Macfadden is seeking a Web Developer, specializing Geographic Information Systems (GIS), to support USAIDís Office of Transition Initiatives (OTI). In this position, you will have the opportunity to build new web applications; as well as maintain current applications using the latest frameworks and technologies available to achieve desired business outcomes. You will build custom web applications to user specifications while working with other developers on the team. This position requires a high degree of skill in custom web application development. As part of OTIís IT Team, the Web Developer (GIS) will work closely with the Data Analysis Team focusing on getting geospatial data and innovative data visualization tools into the hands of OTI specialists working directly on political transition and stabilization programs.
Incorporating interactive maps and other geospatial visualization/analysis technologies into web interfaces of existing systems, as well as creating new web-based data visualization and geospatial interfaces
Participate in developing technology roadmaps and strategy for using new technologies as they arise.
Participate in project solutions utilizing a System Development Life Cycle (SDLC) methodology, through brainstorming sessions with IT Team
Design, develop, and support web-based geospatial applications
Web mapping API experience (Leaflet, Mapbox, OpenLayers, Google Maps)
Geospatial data experience (SHP, KML, GeoJSON) as well as OGC standards (WMS, WFS)
Assist in development of Drupal functionality using contributed modules, core API, along with creating custom modules
Should be able to adapt to new languages, methodologies, and platforms to meet the needs of the project
Perform quality control on all products and deliverables to ensure product releases are fully documented based on industry best practices and SDLC methodology being utilized
Support concurrent initiatives specific to infrastructure and software development
Support the installation of software components in testing and production environments
Maintain comprehensive testing plans, provide test results, and recommends corrections to senior developers
Participate in weekly meetings with the IT network team to discuss progress and issues to be resolved, and report progress
Support end-to-end project plans and ensuring timely delivery, issues escalation/reporting
Provide day-to-day coordination and assist in creating periodic data reports
Assist in other reasonable IT tasks as assigned by supervisor
BS Degree in computer science, computer engineering or a related field, OR, High School GED with an additional of work experience related to the duties of the position.
1 year or web development experience
Training in GIS tools will be provided to the successful candidate.
Bachelorís degree with 8 years of work experience; or
Less than BS/BA with 10 years of relevant experience
MS/MA/MB with 6 years of relevant experience
JD/ABD with 5 years of relevant experience
Ph.D. with 4 years of relevant experience
Experience with software and web development principles, concepts, and methods; e.g., requirements analysis, use case analysis, database design, software development life cycle.
Interest and experience in design
Artistic flair in Data Visualization.
Proficiency with web development markup languages such as Drupal, PHP, HTML, CSS, Ajax and XML required. Familiarity with DHTML desired;
Experience with object-relational databases (Postgre SQL or MySQL);
Experience working in LAMP (Linux/Apache/MySql/PHP) stack and WAMP (Windows/Apache/MySql/PHP) stack.
Must have experience in OOP (Object-Oriented-Programming), also adhere to coding standards and documentation.
Must be organized and work well in a team setting. Be open to feedback from others and give honest non-judgmental feedback to others.
Familiarity with other web-based application development languages (Adobe Flex, Flash, etc.) desired;
Have worked with JIRA, Bitbucket and Mercurial.
Knowledge of SDLC and Agile Scrum
Familiarity with Drupal integration;
Proficiency with web GIS tools, particularly those used for map tiling and creating mashups/online interactive maps (Google Maps API, MapBox, OpenLayers and the Google Earth plugin);
Proficiency with publishing and consuming and Web Feature Services (WFS);
Familiarity with ESRI tools (i.e. ArcIMS and ArcGIS Server);
Knowledge of operating systems such as Windows XP, Windows 7, Linux distributions.
U.S. Citizenship is required; selected candidate must be able to qualify for a government sponsored security clearance.
