Title: GIS Analyst
Location: Northern VA
The GIS Analyst will support multiple products by producing visualizations of risk and threats over spatial locations. The responsibilities include supporting critical infrastructure, information technology infrastructure, energy security, mission analysis, as well as all hazard threat assessments. The GIS Analyst is a team player who conducts site surveys, reviews project specifications, interprets technical data from a variety of technical fields, and prepares reports and visuals of their observations. These activities support the enhancement of security and functions of the infrastructure of our customers and ensures their ability to respond, collaborate, and share information to successfully complete their missions.
Provide mission support by managing products into deliverables throughout a collaborative process, organizing inputs from multiple subject matter experts and organizations.
Provide research, editing, review, and drafting support for written products and deliverables.
Provide subject matter input while participating on various committees and providing coordination support to executives.
Interpret and visualize risk posed by natural disasters, intentional and unintentional human action, and their impacts on critical infrastructure assets.
Develop technical collection methods for data critical to spatial visualization.
Conduct interviews with equipment owners and managers, and document observations and findings.
Collaborate with GIS specialists in the government, as well as contractors, in order to enable data sharing and to gather new ideas or improvements.
Provide consultation to senior and executive leadership on the strengths and weaknesses of GIS for utilization in different areas.
Design, modify, and troubleshoot Microsoft Access Database applications using VBA for Access.
Design data scraping scripts to collect and migrate data from various formats to populate various database schemas.
Interpret and record mission descriptions from interviews and real property descriptions to meet definitions of Marine Corps Tasks, Universal Joint Tasks, and Joint Capability Areas.
Provide technical input to proposals, articles, brochures, reports, and manuals.
Provide IT support when required. Includes purchasing of hardware and software, license management, configuration management, ticket routing, troubleshooting, and development of policies.
Experience with PostgreSQL relational database management
Experience utilizing QGIS and PostGIS in conjunction
Experience using GDAL/OGR and other spatial libraries
Strong abilities in data management, manipulation, conversion, and integration
Strong cartography and data visualization skills
Basic knowledge of the functions of infrastructure: Telecommunications (IT, telephone, satellite, radio), electricity transmission and distribution, natural gas distribution, water infrastructure (drinking water, storm water drainage, sewage collection and disposal), transportation networks, emergency response, and physical security assets
Basic knowledge of geological and meteorological disasters and their impacts on populations, assets, and structures

TRAVEL: CONUS & OCONUS 25%
