Position Description:


Assists Peoria County's Information Technology Services Department-Geographic Information Systems (GIS) Division in maintaining GIS databases and applications using GIS software, hardware, and programming, and provides GIS services for Peoria County departments, clients, and the community.


Reports to GIS Manager and provides GIS services for Peoria County departments, clients, and the community.


Supports Peoria County departments in GIS data and map requests, training, troubleshooting, and performs software updates under the supervision of the GIS Manager.

Creates and updates GIS data, map products, and metadata.

Configures, publishes, and maintains internal and external facing GIS applications using ArcGIS Online, Web AppBuilder for ArcGIS, ArcGIS 10.x for Server, and Microsoft IIS.

Supports the development and maintenance of automated programming functions and nightly scripts.

Performs quality control checks on GIS data and applications, builds topology, and checks for errors to verify accuracy and system processes are functioning properly.

Processes GIS data and map requests from customers.

Hosts GIS map and data products on the Peoria County GIS Website.

Compiles, interprets, and maintains geographic data from a variety of different sources which may include census, survey, legal description, planimetric, GPS field observation, property tax information, voter information, drawings, and aerial photography.

Performs complex queries, commands, digitizing, address geocoding, spatial analyses, and database management using geoprocessing tools and/or scripts.

Seeks technological and professional development opportunities through attending GIS related seminars, conferences, courses, and workshops.


Must have graduated from an accredited college or university with a Bachelor Degree in GIS, Computer Science, Engineering Technology or closely related field.

Must have at least two years of experience in a professional work environment utilizing GIS knowledge.

Must have excellent written and oral communication skills.

Experience with Esri ArcGIS 10.x for Desktop, ArcGIS 10.x for Server, and ArcGIS Online required.

Familiarity with publishing map services using ArcGIS 10.x for Desktop, and ArcGIS 10.x for Server hosted services using ArcGIS Online.

Knowledge and/or experience using SQL Server and Python preferred.

Must have the ability to work independently and in a team environment.

Must be flexible in working on unplanned projects/events and be capable of meeting deadlines.

Familiarity with concepts including GPS, projections, legal descriptions, surveying, aerial photography, geodatabases, address geocoding, and demographics.

Strong cartographic skills in producing and maintaining both digital and paper maps.

Experience in developing and maintaining enterprise geodatabases using SQL Server, web map services, caching, configuring and publishing web map applications.

Willingness to learn new GIS technologies.

Must be able to maintain confidentiality.

Working conditions are in an office environment. May be exposed to inclement weather during travel on the job. May wear a pager and hours may be varied due to day/evening operations.

Incumbent must be able to engage in sitting, reaching, stooping, twisting, bending, feeling, fingering, and writing; some of which may be repetitive.

Exerts up to 30 pounds of force occasionally, and/or 10 pounds of force frequently, and/or a negligible amount of force constantly to lift, carry, push, pull or otherwise move objects with the human body.

Must have hearing and speaking ability sufficient to communicate with others or over the telephone.

Visual ability sufficient to read and produce printed material and information displayed on a computer screen, operate office machines and a motor vehicle.

Performs complex and varied tasks requiring independent knowledge, its application to a variety of situations, as well as exercise of independent judgment.
