Position Description:


Under general supervision, plans, organizes, coordinates, and participates in the development and implementation of the City’s enterprise GIS.


Design, manage, and edit complex GIS datasets within a versioned geodatabase utilizing data validation and quality control techniques.

Serve as the GIS lead and primary analyst on data analysis and application development projects; collaborate with end users to identify GIS requirements; and make recommendations on best practice solutions

Design and manage GIS database queries, geocoding projects, geoprocessing tasks, and other spatial and attribute analysis projects.

Develop and maintain automated mapping and data conversion processes utilizing custom models and scripting.

Create, configure, and administer ArcGIS Online web applications, dashboards, and the City Open Data Portal.

Conduct research projects that involve analyzing recorded documents, deeds, land surveys, source maps, photographs, and other records.

Coordinate, configure, and administer GIS integration with other IT systems that utilize GIS services.

Produce sophisticated map products and reports.

Train, assist and provides hardware and software support to users; install and update user software as needed.

Attend and participate in professional group meetings; develop partnership opportunities with other City departments or outside agencies; maintain awareness of new trends and developments in the field of GIS and mapping technologies through research and training; and incorporate new developments as appropriate.


Bachelor’s degree (BA/BS) in Geography, Planning, Engineering, Computer Science, Natural Sciences or equivalent in a related field and four to six years of related experience and/or training; or an equivalent combination of education and experience.


Valid South Carolina Driver’s License; GISP preferred.


A thorough knowledge of ArcGIS 10.x, ArcGIS Server, ArcSDE, ArcGIS Online, and Microsoft Office including Access; ArcGIS Pro a plus.

Understanding of SQL, Python, JavaScript, ArcGIS Model builder or other spatial data processing tools.

Experience with web development and mapping related APIs such as ArcGIS API for JavaScript and Google Maps API preferred.

Knowledge of HAZUS, MS SQL Server, SQL Management Studio, Crystal Reports, and Adobe Creative Suite a plus.
