Position Summary:

The Monitoring, Evaluation & Learning/Geographic Information Specialist (MEL/GIS) will join the dynamic team of Learning and Innovation of DT Global, and under the Vice President of Learning and Innovation, will join the MEL team to facilitate the implementation of the strategies on integrating learning and MEL data into current and future implementation.

The successful candidate will join the MEL team and efforts to strengthen the use of data for adaptive management and learning. This particular position will be responsible for mapping and analyzing project data spacially, and ensuring an accurate story telling of project implementation using GIS data. S/he will be responsible for providing MEL and GIS expertise across projectsí implementation, new business developments, and knowledge management efforts.

Primary Responsibilities:

MEL Technical Responsibilities (40%):

Work with home office and field staff to address the MEL needs during the start-up of new projects and the strengthen MEL procedures and systems in the field among current projects; Develop competencies in new MEL approaches, including CLA and complexity aware monitoring conducting field visits to assist with discrete MEL activities and advise teams on best practices for performance audits (DQAs); Mentor local MEL staff regularly via the MEL Community of Practice Newsletter, field visits and ongoing communications; Support field teams in creating a culture of learning that results in improved program management and better MEL practices; Build effective relationships with colleagues at all levels and across all practice areas through open communications and constructive feedback.

GIS Responsibilities (40%):

Collaborate with groups and other technical experts to incorporate GIS tools in reporting and other client deliverables; Collaborate closely with field offices and home office staff to ensure accurate GIS data collection and advise on the type of monitoring data to be collected to further the knowledge and learning from implementation; Work closely with the GIS Advisor to analyze project data spatially using GIS Arc for the purpose of learning, reporting, new business and knowledge management.

Agency-level Efforts (20%):

New Business:

Support business acquisition activities by drafting strong MEL sections and annexes, other parts of proposals as needed, adapt and/or develop; innovative tools for measurement of progress and achievement; Identify and work with MEL partners and subcontractors as needed; Assist with the creation of maps to show the level of impact current projects have on the ground.

Knowledge Sharing & Learning:

Support technical groups to revise and improve commonly used custom indicators and monitoring data, as needed; Write and create new tools and templates for projects to use to improve data collection and project monitoring;
Support the MEL community of Practice thoughtful pieces and resource sharing.

Qualifications and Requirements:

Minimum of 5 years of relevant MEL and GIS professional experience combined and a M.A degree in a related field; OR minimum of 7 years of relevant MEL and GIS professional experience combined and a bachelorís degree in a related field;
Strong critical and analytical thinking capabilities with the ability to assess situational needs and develop problem solving strategies in a timely manner; A working knowledge of QGIS, PostGIS, or similar tools to perform spatial analysis and manage geographic data; Familiarity with basic geographic data concerns: file format, projection, datum, character encoding, precision, and accuracy;
Programming or scripting experience (Node.js, Python, Bash, PL/PGSQL); Strong writing and data analysis skills (qualitative or quantitative); Proficiency in French or Arabic or any other language preferable. Ability to travel internationally up to 30 - 40% of the time.
