Position Description:

This position supports multiple departments with their varied and unique needs; performs GIS design,
development, and implementation services for county users utilizing GIS technology; performs data modeling
and integration with spatial layers; develops and performs quality control processes on GIS data; performs GIS
data analyses using geoprocessing tools and develops map products on top of the analyses; prepares technical
documentation including data specifications, user requirements, and procedures; has the ability to develop
customized widgets; develops mobile applications using ArcGIS Online, Collector, and Navigator to support
internal customers; develops automation procedures using geoprocessing tools and Python for data extraction,
transformation, loading, and computation to support applications; works with customers at all organizational
levels in project development and develops project work plans/schedules and monitors project resources;
consults with end users, clients and customers to determine GIS and system information needs; provides
public information and assistance to a variety of internal and external customers of GIS products and services;
performs GIS reporting, both written and oral, and other GIS related duties as assigned.

 Geography, cartography, and GIS technology
 Advanced GIS software (Esri ArcGIS: Desktop, Pro, Online and Server)
 Basic principles of GPS, land surveying, and land records
 Basic web and computer programming and scripting techniques;
 Project management skills;
 GIS specifically in the functions of water and wastewater utility systems, asset management, emergency
services, 911 systems, planning and permitting, and tax information systems;
 Relational database management systems and enterprise software applications;
 Research techniques, GIS best practices, and knowledge of contemporary issues in GIS;
 Ability to establish and maintain effective working relationships with clients, associates, and the general

 Graduation from an appropriately accredited high school or GED equivalent and six (6) years of
progressive work related experience;
 OR, an associateís degree from an appropriately accredited institution and four (4) years of progressive
work related experience;
 OR, a bachelorís degree from an appropriately accredited institution and two (2) years of progressive work
related experience;
 OR, a masterís degree
