Reporting to the GIS Manager, under limited supervision, plans, organizes, coordinates and participates in the development and implementation of the City’s geographic information system (GIS); The GIS Analyst independently performs responsible analytical work in support of the City Geographic Information System and other management goals and objectives. Assignments are typically received in terms of expected outcomes and incumbents are expected to act independently to develop required information, including selecting approach and analytical techniques, and to provide sound analyses and recommendations. Assigned projects include spatial analysis, application/web development, database design, modeling, scripting and other areas specific to the assignment.
Essential Duties & Responsibilities
•Performs complex cadastral and GIS data maintenance, manipulation, analysis, extraction and generation assignments; create and maintain City’s Land-based management database systems, 911 addressing, and other defined data sources develop map products, performs data research, investigation and verification.
•Research and accomplish land and coverage change information into the system.
•Designs, develops, programs and supports integrated GIS systems utilizing various programming languages (python, HTML5, etc.) related to GIS for develop and customize web based and /or desktop applications.
•Analyzes, troubleshoots and resolves GIS applications and database problems; communicates with internal and external technical resources to resolve end user issues; provides guidance to users on methods for correcting reported problems.
•Interpreting and researching legal documents. Design, integrate, manage, maintain, update, backup and archive geodatabases, Shape files, and other GIS sources to maintain an efficient, accurate, and effective municipal GIS. Develop and maintain links between various databases.
•Analyzes requests for a variety of new applications, programs and modifications to existing GIS programs; analyzes and documents user work processes and systems functionality requirements; analyzes current GIS system functions, procedures and capabilities to determine if improved methods are possible.
•Examine requests for mapping products and determine and develop programs and methods of production; consult with individuals requesting products to clarify requests and determine features to include.
•Prepares functional description of the system, including application specification, identification of data, documentation of data sources, and working with County Appraisal District.
•Prepares maps, map service feeds, and interactive map displays that may be viewable on print media, smart phones, tablets, desktop computers and/or other presentation devices.
•Performs quality control of base map data received from other sources and perform liaison to effect correction of discrepancies; performs quality control of files to ensure compliance with City standards.
•Prepares a variety of special GIS related reports, studies and project documentation.
Advanced Knowledge of GIS software tools, web development and applications including but not limited to ArcGIS Desktop, ArcGIS Pro, ArcGIS Enterprise, SQL Database, AutoCAD Map 3D, AutoCAD Civil 3D, python, FME, and GIS modeling.
Graduation from college with a Bachelor of Science with major in GIS, Computer science or related field; and four years of progressively responsible experience in the design and development of GIS systems and applications. A combination of education and experience may be substituted for a degree.
