Note – The employee will be hired at the GIS Technician 1st year rate of pay. After one year in the position, the employee will be eligible to advance to the GIS Technician - Thereafter rate of pay and will be frozen at that step.

WORK SCHEDULE: 7:30 a.m. to 4:00 p.m.; Monday – Friday

*This is a temporary position. The position will end upon completion of the project.

Associates degree (or at least 60 semester hours) from an accredited college or university with at least 12 semester hours in geographic information systems, geography, cartography, earth science, natural resources, remote sensing, environmental science, computer science, civil engineering, surveying, or closely related areas is required. (Experience in geographic information systems work may be substituted on a year-for-year basis for deficiencies in the stated education.) (One year of experience in geographic information systems work may be substituted for the 12 semester hours when the college graduate lacks the specialized undergraduate coursework.) One year of technical experience using ESRI ArcGIS software is preferred.

Must have a valid Driver’s License (minimum Class F).

Must be able to read and understand survey plats and construction drawings. Must have working knowledge of cartographic design and display standards. Must be proficient in the use of ESRI ArcGIS software. Working knowledge of Autodesk AutoCad software is preferred. Must be proficient with digitizing and data manipulation procedures for GIS. Must be proficient with Windows operating systems, Microsoft Office suite, network file structures, file manipulation, plotting configurations, and other basic PC skills. Must have ability to learn and apply new technology. Must have ability to work independently and as part of a team. Must be able to communicate clearly, concisely, and convey technical information in non-technical terms. Must have ability to establish and maintain effective working relationships and work cooperatively and jointly to provide quality seamless customer service. Must be accurate and precise, patient, self-disciplined, and able to make good judgments. Must possess demonstrated ability in meeting deadlines and scheduling of work for timely completion. Must be able to learn and consistently follow set workflow processes.

Under the direction of the Supervisor-GIS or designee, responsible for the daily maintenance of Geographic Information System (GIS) data. This is entry level technical work to assist in storing, manipulating, documenting, distributing, and displaying geographically referenced information, and using GIS software or related applications. Work entails data manipulation, which may include quality assurance, creation and maintenance of spatial data topology, and attributes, format manipulation, geo-referencing, and datum and projection transformations. Work also may involve creating metadata detailing data sources and collection, processing, and analysis techniques. Work is performed under detailed direction and close supervision.

1. Assists in storing, manipulating, documenting, distributing, and displaying geographically referenced information.

2. Under detailed direction, uses GIS software or other methods for capturing data.

3. Under detailed direction, compiles, attributes, edits, and maintains data in geographic and operational databases and their associated documentation.

4. Determines and transfers required information from survey plats and construction drawings to the GIS.

5. Performs field checks, when needed, to verify information.

6. Uses queries and GIS applications to generate reports and maps and to ensure and enhance data quality.

7. Works closely with Engineers, Design Technicians, and other employees throughout the Utility to ensure and enhance data quality.

8. Uses the latest software tools to maintain GIS data.

9. Reviews data and data processing procedures to ensure adherence to standards, policies, and other guidelines.

10. Participates in meetings, training, and user groups as directed.

11. Performs other related duties as assigned.

Must be able to visually differentiate between color-coded lines and symbols associated with utilization of geospatial software. May be required to lift up to 20 pounds occasionally.

Duties are primarily performed in an office environment. Some field work to gather and validate data. May require occasional late hours and weekend work.

Must be able to work successfully with diverse groups of people.

Must be able to take and pass all applicable tests, including the GIS Technician test.
