Major Duties and Responsibilities

Develop an in-depth knowledge of the company's application portfolio, development tools, and development procedures. Maintains existing applications to include creating reports, system modifications, and troubleshooting system problems. Consults with users to evaluate new or modified applications to determine feasibility, cost, time required, compatibility with current systems and processes, and system capabilities. Assists other developers and programmers with application design and troubleshooting. Reviews manuals, periodicals, technical reports, and other resources to learn ways to develop applications that meet user needs to streamline government processes. Trains users to use new applications; provides technical assistance for application questions or problems. Produce technical documentation that accurately and thoroughly depicts the software design and code base to sufficiently assist QA testing and production support activities. Researches resources and methods (e.g. journals, literature, vendor information, etc.) for the purpose of maintaining current working knowledge of new and emerging technologies as well as district/state/federal rules, regulations, and policies for the purpose of architecting, delivering and maintaining a reliable and stable technology infrastructure appropriate to support the core mission of the city. Perform adequate unit testing of own and other developers' application development work (At a minimum, unit testing should ensure all requirements have been addressed, all basic functionality works, and errors are handled properly). Provide updates to appropriate leadership on work in progress, work completed, and work planned, and issues potentially impacting the on time completion or quality level of work. May be required to participate in after-hours on-call rotation. Serves as member of cross unit project teams for the purpose of implementing city and departmental initiatives. Performs other related duties as assigned.

Knowledge, Skills and Abilities

Knowledge of other applications related to the work such as C+, ASP.NET, HTML, JSON, Visual Studio (current version), HTML5 (or current version), Python, Arcade, CSS3 (or current version), and Java Scripts. Knowledge of computer trends and new technology. Experience in GIS application development on the ArcGIS Platform (ArcGIS Enterprise, ArcGIS Desktop, ArcGIS Pro, ArcGIS Online, etc.). Knowledge of developing ArcGIS REST API or ArcGIS JavaScript API. Knowledge of database platform SQL Server or Oracle or Microsoft Share Point. Knowledge of Personal Computer file systems and typing. Knowledge of website layout and graphics design, CSS (Cascading Style Sheets), HTML, Adobe's Dreamweaver, Photoshop, and Acrobat Software. Knowledge across several browsers including Internet Explorer, Chrome, and Firefox. Skill in Adobe Illustrator, InDesign, Premiere, JavaScript, Microsoft IIS, and Google Analytics. Skill in organizing work, setting priorities, meeting critical deadlines, and following up on assignments with minimum direction. Skill in using Microsoft Office. Skill in interpersonal relationships. Skill in oral and written communication.

Minimum Educational and Training Requirements

Bachelor's Degree in Computer Science, Management Information Systems, or related field is required. Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the department in order to direct and coordinate work within the department, usually interpreted to require four years of related experience.

Certificates & Licenses

For SQL- Must hold a MCSA: Data Platform certificate (or replacement cert.) or acquire within 12 months of hire date. Within 48 months of hire, employee must achieve MCSE: Data Platform certification (or replacement cert.) or possess any combination of experience and training which provides the applicant with the knowledge, skills, and ability required to perform the equivalent work:

For Website Development- Obtain Microsoft Technical Associate (MTA) Developer Track certification (or replacement cert.) within 36 months of hire, Obtain Microsoft Certified Solutions Developer (MCSD): SharePoint Applications (or replacement web development cert. path) within 60 months of hire, or possess any combination of experience and training which provides the applicant with the knowledge, skills, and ability required to perform the equivalent work.

Physical Requirements

The work is typically performed while sitting at a desk or table with intermittent standing or walking. The employee may occasionally lift light or heavy objects, use tools or equipment requiring a high degree of dexterity, or distinguish between shades of color. The work is typically performed in an office, library, or computer room.
