Position Description:

SFI is seeking a Mid-level GIS Developer to support the U.S. Census Bureau Geography Division. The Programmer/Analyst will be a key member of a team that assists in the requirements collection and analysis, software design, development, debugging, and implementation and enhancement of new and existing GIS software programs in PERL, JavaScript with SQL programming experience. Major Responsibilities

Work efficiently as a GIS developer in an agile environment with a delivery expectation of new features.
Work extensively with Esri’s suite of applications and tools to develop desktop and web-based products.
Designs develop, enhances, debugs, and implements interactive and batch software.
Researches, tests, builds and coordinates the conversion and/or integration of new products based on client requirements.
Consults with project teams and end-users to identify application requirements.
Performs feasibility analysis on potential future projects to management.
Assists in the evaluation and recommendation of application software packages, application integration, and testing tools.
Resolves problems with software and responds to suggestions for improvements and enhancements.
Effective communications, verbal and written, with the customers, managers, and others is required.

Required Skills

Experience with ArcGIS API
Experience with ESRI desktop applications
Experience with Java and JavaScript
Experience working with enterprise relational database system (e.g., Oracle) programming experience in SQL and/or PL/SQL preferred
Ability to work effectively both independently and as part of an integrated team.
Highly analytical, possessing critical and creative thinking skills.
Strong interpersonal skills to maintain effective working relationships with team and customers

The following skills are required

4 years of GIS programming experience
2 years’ experience with a scripting language such as PERL
2 years relational database (Oracle preferred); SQL and PL/SQL programming experience a plus
1-2 years Web Application and/or services development and deployment

Optional Skills

Experience with Oracle Spatial
Experience with SOA and Web Services
Experience with Python
Experience with FME
Exposure to Census MAF/Tiger data

Education & Experience

Bachelor's Degree in a related technical discipline, or the equivalent combination of education, technical training or work experience.
6 years of related experience (advanced education beyond bachelors may be considered for equivalent experience).
