The Neighborhoods Department is actively seeking a Housing Property Analyst.

The position reports directly to the Housing Property Administrator in the Housing and Community Development Division of the Neighborhoods Department. The primary function of this position is to create, modify and manage GIS data, compile, and monitor data which tracks housing property inventory, monitoring and tracking compliance and contract administration for the City's Foreclosure Property Registry. Work requires the ability to create maps utilizing ArcGis Advanced software, maintain and modify map projects and cartographic needs and must be able to effectively communicate this information to internal and external customers.

EXAMPLES OF WORK:
Primary responsibilities include the following:
Creates map projects using ArcGIS Desktop Advanced software tools.
Writes, maintains, updates, and modifies automated map projects, related cartographic needs, and documentation.
Devises methods and procedures for analysis of data.
Creates, tracks, and maintains project reports.
Prepares and delivers verbal, written and visual presentations.
Maintains and administers the Neighborhood Matching Grant Program by working directly with Grantees of the program to ensure contract compliance and successful delivery.
Completes intake, scoring and awarding of grant programs within the strategies of the City of Jacksonville's Foreclosure Property Registry.
Collaborates with the Real Estate Division to develop, track and maintain an affordable housing surplus property inventory and follows internal procedures to ensure compliance with federal, state, and local laws and organizational procedures.
Maintains accurate property inventory records for the affordable housing property surplus assets received, held for future auctions, and sold.
Identifies and initiates innovative solutions to respond to customer requests for service.
Ensures project reports are accurately tracked and maintained.
Assists with establishing and implementing program goals, objectives, policies, and procedures.
Assists in developing and evaluating Requests for Qualifications and Request for Proposals.
Analyzes legislative and regulatory changes to assess impact on operations.
Operates standard office equipment such as personal computer using word, spreadsheet, database and other related software and copier.
Demonstrates proficiency in the City of Jacksonville's competencies.
Performs related work as required.

KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of ArcGis Desktop Advanced Software.
Knowledge of grant management, processing, and administration.
Knowledge of Federal, State and Local legislation rules, regulations, policies, and procedures.
Knowledge of Requests of Proposals and Requests for Qualifications.
Ability to communicate effectively.
Ability to perform assigned tasks accurately and independently.
Excellent communication and presentation skills.
Ability to operate standard office equipment such as personal computer using word, spreadsheet, database, and other related software and copier.

OPEN REQUIREMENTS/SUPPLEMENTAL INFORMATION:
This position requires a minimum of a bachelor's degree from an accredited institution and three years of experience in project management, program administration, housing and community development programs or a combination thereof.

LICENSING/CERTIFICATION/REGISTRATION:
A valid driver's license is required prior to appointment and must be maintained during employment in this class.
Must qualify for prior to appointment, obtain, and maintain during employment in this class a City of Jacksonville certification as a public driver.
