We are a talented, hardworking group that share values and characteristics that drive client, professional, and personal success. geocgi is looking for a GIS Subject Matter Expert / Senior GIS Solutions Engineer to provide technical support for the NATO Communications and Information Agency (NCIA) Geospatial Services Branch. The GIS Subject Matter Expert / Senior GIS Solutions Engineer will be responsible for modernizing NATO’s enterprise GIS system throughout the region. The GIS Subject Matter Expert / Senior GIS Solutions Engineer will install/upgrade, configure, test, and document ArcGIS Enterprise from version 10.8 to 11.3 and again thereafter; upgrade and manage ArcGIS Server; upgrade and/or migrate Portal for ArcGIS content, and administer enterprise geodatabases. Information technology environments are anticipated to be on-premises and then Azure cloud. This position includes significant support around load balancing, IIS, firewall configuration, network hardening, DNS configuration, patch management, sFTP/FTP, security policy configuration, and best practices.

The primary work location is The Hague, Netherlands with anticipated travel to various NATO countries up to one week per month to begin during the second year of the contract. This position is anticipated to be part of a small team; however, the candidate must be able to perform the job responsibilities listed below with little to no assistance.

Job Responsibilities:

•ArcGIS Enterprise installation, upgrade, and administration in on-premises and Azure Cloud environments.
•ArcGIS license management for applications and extensions.
•Monitor ArcGIS Enterprise capacity, usage, CPU, hardware, storage, and services statistics.
•Administer services and portal content, users, and groups.
•Coordination with Esri technical support on deploying vendor software.
•Manage performance and availability of enterprise geodatabases.
•Maintain available third-party data sources analysis and geocoding.
•Maintain system documentation and operational procedures and update as required.
•IT infrastructure and server troubleshooting and configuration in on-premises and Azure cloud Environments.
•Conducting configurations around load balancing, IIS, firewalls, network hardening, DNS, patch management, sFTP/FTP, security policy and user/group management.

The following are requirements of the GIS Subject Matter Expert / Senior GIS Solutions Engineer:

•Existing U.S. Department of Defense (DoD) Secret clearance with the ability to obtain and maintain a NATO Secret Clearance.
•Bachelor’s or master’s in geography, computer science, engineering, mathematics, GIS, or a related field, depending on position level.
•5+ years of experience in IT infrastructure, including databases, virtualization platforms, and network components.
•3+ years of experience designing and implementing GIS solutions in ArcGIS Enterprise 10.8.1 environments.
•2+ years of experience administering and troubleshooting ArcGIS Server 10.x, including installation, configuration, upgrades, patching and interoperability.
•Experience with ArcGIS Enterprise in on premises and in Azure cloud environments, and/or hold a cloud-based certification (Azure preferred).
•Practical knowledge of ArcSDE for MS SQL Server, including configuration and administration.
•In depth knowledge around load balancing, IIS, firewall configuration, network hardening, DNS configuration, patch management, sFTP/FTP, security policy configuration, and best practices.
•Strong troubleshooting and system performance monitoring skills.
•Proven history of providing end-user support in a help desk capacity.
•Intermediate Python skills for automating enterprise management workflows.
•Ability to manage multiple projects, meet deadlines, and work independently or collaboratively.
• Strong written and verbal communication skills, including technical writing and report preparation in The English Language.
•Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).


Preferred:

•Certifications (GISP, CompTIA Security+, CompTIA Network+, Esri Enterprise, Azure).
•Understanding and experience with other Esri enterprise products such as GeoEvent Server, Image Server, ArcGIS Monitor, etc.
•Previous work experience in a multi-national environment.
