The GIS Supervisor is responsible for managing all citywide GIS operations within the Information Technology Division of the City Manager's Office. The ideal candidate will be an experienced, dynamic, innovative, and motivated individual who enjoys working in a fast-paced environment that serves all City departments and the public. Reporting to the Information Technology Business Services Manager, the GIS Supervisor is a key member of the city’s IT Division. IT consists of the following functions: Technical Services, Data and Development Services, Client Services, GIS, and Enterprise Application Services – a talented group of ten full-time employees. The GIS Supervisor plays a crucial role in developing, implementing, and overseeing an extensive program of GIS solutions for all City departments and the citizens of West Sacramento. They will be a hands-on leader with a collaborative approach to problem-solving, possessing strong leadership qualities and the ability to clearly and concisely communicate complex information to various audiences.

A leader and positive role model who demonstrates initiative, is action-oriented, exercises good judgment, treats others respectfully, and is open and approachable.
A big-picture thinker and well-rounded in all aspects of GIS who understands related functions such as information technology, database administration, IT development, software lifecycles, budgeting, IT infrastructure, and the GIS needs of the public, and can work collaboratively with others to solve problems and remove barriers to progress.
An active problem solver who anticipates and responds to issues promptly, develops alternative solutions, and can achieve resolutions quickly.
An outstanding manager of people who provides guidance and professional support to staff and offers regular feedback to employees whose leadership style is centered around mentoring, coaching, and empowering.
Preference will be given to candidates with at least two years of supervisory experience in Information Technology Geographic Information Systems (GIS), along with a four-year degree from an accredited college or university with major coursework in GIS or a related field. Candidates should demonstrate a strong ability to work collaboratively in team environments, effectively lead multidisciplinary projects, and communicate technical information to diverse audiences. Proven expertise in designing innovative GIS solutions to address complex challenges and a demonstrated commitment to continuous professional development in emerging GIS technologies are highly desirable.

Preference will be given to candidates with demonstrated professional experience in the following areas:
Expertise using ArcGIS Pro, ArcGIS Enterprise, ArcGIS Online, and related technologies.
Strong skills in managing and administering databases, such as Microsoft SQL Server, and integrating GIS data with various datasets.
Proficiency in programming languages (e.g., Python, JavaScript, HTML) and Esri APIs for developing GIS applications.
Experience creating GIS cloud services like web apps and mobile collector apps.
Relevant certifications, such as GIS Professional (GISP) or Esri Technical Certifications.
A proven track record of leading teams, mentoring staff, and managing projects effectively.
Creativity in addressing complex spatial analysis challenges and delivering innovative solutions.
Strong verbal and written communication skills to present GIS findings to diverse stakeholders, including non-technical audiences
Experience working collaboratively across departments to achieve city-wide GIS/IT goals.
