GENERAL POSITION DESCRIPTION:
Conducts advanced analyses of spatial data for users throughout county government. Produces maps expressing the results of analytical processes using ESRI ArcGIS software suite. Converts GIS data for use in Delta County Communications Center, and maintains Master Street Address Guide (MSAG), Next Generation 911, automatic location information (ALI) data – resolves errors. Uses coordinate geometry to convert surveying data and legal descriptions to GIS format, including a high level of familiarity with the public land survey system (PLSS). Knowledge of common road systems and addressing systems. Diagnoses and troubleshoots GIS software, and data problems within the GIS. Supports the design and implementation of spatial databases in SQL and helps maintain end user applications, troubleshoots problems. Data entry, manipulation, editing and creation. Serving the public by providing GIS information in the form of written letters, hardcopy maps, and digital maps.
ESSENTIAL FUNCTIONS/RESPONSIBILITIES:
Utilizes knowledge of the principles of geographic information science and GIS technology.
Performs analysis of spatial data using GIS technology.
Ability to use programming languages such as Python, Arcade, VBScript, and/or JScript for data queries, labels, and reporting in GIS.
Coordinates the procurement and distribution of spatial data.
Supports the design, maintenance, and data integrity of the enterprise GIS and other GIS related applications, as applicable.
Performs cartographic work for various county departments with varying degrees of complexity.
Researches and assesses spatial data for quality, accuracy and completeness.
Coordinates collection of field data by county personnel. Develops data standards and methodology for data collection. Ensures completed work complies with departmental or industry data standards.
Utilizes specialized skills and knowledge of County GIS to manage complex ongoing and temporary GIS projects.
Coordinates GIS data improvement and/or implementation.
Manages and maintains ArcGIS online web maps, applications, tools, and data.
Compiles and records spatial data through data entry, manipulation, editing and creation using coordinate geometry to convert surveying data and legal descriptions to GIS format.
Upholds and ensures rigorous oversight of data integrity across all county spatial layers. This includes the proactive identification, investigation, and resolution of data discrepancies discovered during routine maintenance or reported by users.
Reviews existing or incoming data for currency, accuracy, usefulness, quality, or completeness of documentation.
Researches source documents such as plat, parcels, addresses, legal descriptions, permits, and other records to verify the accuracy and completeness of data prior to input.
Operate GPS equipment according to specifications.
Must have the ability to work with moderate mathematical concepts such as addition, subtraction, multiplication and division in all units of measure, using whole numbers, fractions, percentages, decimals, proportions, rates and ratios. Must be able to analyze technical data and apply it to practical situations.
Comprehends, applies, and recalls Delta County's policies and related professional knowledge for addressing and road naming. Use information to respond to inquiries regarding these regulations and professional norms.
Should the Board of County Commissioners or another authorized representative issue a local disaster declaration in Delta County, all Delta County employees may be called upon to serve as disaster service workers.
The primary location of employment for this position is the designated Delta County office with the exception of required duties that are to be performed off site as necessary. The employee is required to perform the majority (generally, at least 95%) of assigned duties from this designated office location to allow for client, customer and coworker access and collaboration, unless prior written approval for an alternative arrangement, such as temporary remote work, has been granted by the employee's direct supervisor and/or department head and maintained in the employee personnel file.
Education and Experience:
Education:
Bachelor’s degree from accredited college or university in geography, or GIS, or equivalent academic credentials related to the field of employment is required.
An equivalent combination of education and experience may be considered.
A master’s degree in a related field with extensive coursework in GIS can substitute for two years of relevant work experience.
Geographic Information Systems Professional (GISP) certification from the GIS Certification Institute can be used to establish equivalency.
Experience:
A minimum of one (1) year of experience in the use of GIS technology is required.
Working knowledge of ESRI ArcGIS software for editing and analysis, and being proficient with geodatabase usage, Microsoft Office and Google products is desired.
Licenses/Certifications:
Current, valid and unrestricted Colorado Driver’s License
Hiring Range:
Level I - $26.42 to $29.06 hourly

Delta County offers benefits for this position which include medical, dental, vision, and additional selective optional insurances available to the employee and eligible dependents on a cost share basis between employee and the organization. Life insurance and employee only medical insurance is available at no cost to the employee. We have a pre-tax flexible spending account. Employees contribute 4% of their salary to a 401(a) retirement account fully matched with 4% from the County along with an optional 457 tax advantaged deferred-compensation retirement plan. Paid time off is accrued at 14 hours per month with an additional 11 paid holidays in a calendar year. We have a comprehensive Employee Assistance Program (EAP) that includes counseling along with some legal and financial support counseling. Delta County has modified work schedules for positions and employees that qualify. As an employee, additional employee discounts and fringe benefits are available.
