The City of Manassas is seeking to hire a GIS Database Administrator to join our GIS & Data Services team. The position provides database administration assistance for GIS and IT projects across many different departments. Responsibilities include maintaining multiple SQL databases, developing and writing python-based workflows, supporting/building internal web solutions, maintaining and creating spatial data, and documenting processes. Strong interpersonal skills and the ability to work as a member of a team are paramount.
The individual selected for this role will work with departments across the City to create SQL-based and GIS data-driven solutions that support daily business operations. The candidate is organized, adaptable, and capable of managing multiple projects while effectively gathering requirements and communicating solutions to internal customers. Strong collaboration skills and the ability to interact professionally with staff and the public are essential.
This vacancy may be filled at the GIS Database Administrator II or Senior level depending on the qualifications and experience of the selected candidates.
The Hiring Ranges are listed below:
GIS Database Administrator II (B19): $40.72/hour – $55.99/hour (non-exempt)
GIS Database Administrator Senior (B20): $88,940.80 – $122,304 (exempt)
Essential Job Functions
Perform database maintenance and administration for multiple on-premises Microsoft SQL Server databases, including performance tuning, upgrades, and routine maintenance.
Design, create, and maintain database objects such as views, stored procedures, indexes, and scheduled jobs. Manage user permissions and access.
Monitor system logs and performance tools to ensure optimal system operation; troubleshoot issues as needed.
Validate database backups and document system configurations and requirements.
Develop and maintain Python, SQL, and other scripts to automate processes and manage routine or repetitive tasks (e.g., reporting, nightly jobs).
Develop and maintain internal, process-specific websites using ASP, HTML, CSS, and related technologies.
Maintain the Enterprise Geodatabase in a versioned environment, including management of QA and Default versions; assist users with reconciling and posting.
Create and maintain ESRI-based web maps and applications using ArcGIS Online and Portal.
Administer the ESRI Enterprise environment, including ArcGIS Server, Portal, GeoEvent, Data Stores, and Notebooks.
Collaborate regularly with staff to contribute to and, when appropriate, lead the development of solutions to complex business problems.
Required Skills:
Detail-oriented system administrator with a cautious, security-focused approach and a strong understanding of testing, risk management, and system stability.
Strong knowledge of relational database architecture and administration, particularly Microsoft SQL Server.
Proficiency in GIS principles, data models, spatial analysis, geospatial visualization, and data integrity standards.
Ability to understand and manage complex data relationships across multiple SQL databases supporting diverse departments and business processes.
Demonstrated experience developing, maintaining, and supporting Python-based workflows.
Ability to coordinate and support GIS workflows across multiple departments.
Ability to identify GIS needs, gather requirements, incorporate feedback, and improve solutions.
Ability to work effectively both independently and as part of a team.
Ability to manage multiple tasks with varying deadlines, deliverables, and stakeholders.
Ability to document processes clearly, provide end-user training, and perform software installations as needed.
Must also demonstrate:
Excellent interpersonal skills with ability to listen, communicate, and collaborate with both technical and non-technical staff across departments.
Strong analytical problem-solving skills, attention to detail, and results-oriented approaches to complex problems.
Ability and willingness to quickly research, learn, and adopt new software tools, systems, and technologies as needed.
Minimum Required Qualifications
GIS Database Administrator II:
Bachelor’s degree in Computer Science, Information Management, Database Management, Geoinformatics, Data Sciences, or related field; supplemented by four (4) years of experience to include two (2) years of experience in database management/administration AND two (2) years of programming experience; any equivalent combination of education, training and experience that provides the required knowledge, skills, and abilities. Must have successfully completed required courses and certifications; may be required to obtain additional certification(s) as deemed necessary by the City.
GIS Database Administrator Senior:
Bachelor’s degree in Computer Science, Information Management, Database Management, Geoinformatics, Data Sciences, or related field; supplemented by seven (7) years of experience in database management/administration or related field to include five (5) years of programming experience; any equivalent combination of education, training and experience that provides the required knowledge, skills, and abilities. Must have successfully completed required courses and certifications; may be required to obtain additional certification(s) as deemed necessary by the City.
Must be able to obtain and maintain GIS Professional (GISP) Certification within twelve (12) months of employment.
