Position Description:

geocgi is looking for a GIS Emergency Management Analyst to assist a DoD client with supporting and maintaining GIS functionality related to Emergency Management Command and Control (EMC2) on-site at Camp Butler, Okinawa, Japan. The analyst will provide GIS support for the critical functions of First Responders map viewer. The analyst will provide support to enable validation of complete and accurate off base data in support of first responders. The analyst will provide data management, maintenance, and visualization support to assist with USMC mission assurance, emergency response and critical operations. The analyst will possess excellent communication skills and act as the liaison between GIS and G3/5 Fire and Emergency Services. Execute the responsibilities of a GIS Analyst supporting emergency management as a part of a DoD Installation Geospatial Information and Services (IGI&S) Program, which include:

• GIS technical proficiency and experience with Esri ArcGIS.
• Proficiency in Cartography and Data Visualization.
• Producing, Reviewing, and Analyzing Off-Base data
• Familiarity with Geocoding and Network Datasets
• Fieldwork including GPS data collection.
• Data preparation, management, and maintenance
• Script writing for automation of GIS tasks and procedures.
• Data Model support and compliance.
• Communicate standards, methods, quality assurance/control processes, and metrics

Requirements and Experience

The following are requirements of a potential candidate:
• Bachelor’s Degree in Geography, GIS, Computer Science, Architecture, Engineering, related field
• 4-6 years of experience in GIS with cartographic, analytical, editing or similar duties
• Experienced in DoD installation real property functional areas
• Experience in GIS with cartographic, analytical, editing or similar duties
• Understanding and Knowledge in geography, scientific methods and GIS principles.
• Experienced and knowledge of the Spatial Data Standards for Facilities, infrastructure, and Environment (SDSFIE)
• Knowledge of DoD and Federal GIS Standards and Policy
• Effective Communication both orally and in writing
• United States citizen and have U. S. driver’s license

The following are desired capabilities and experience of a successful candidate:
• Experience in DoD Installation Geospatial Information and Services (IGI&S) or other DoD installation functional areas
• Work closely with customers to identify, design, and implement GIS workflows
• Ability for perform field data collection activities using various tools such as a GPS, tablet, smartphone, or other survey device
• Proficiency with Esri including ArcGIS Enterprise, Portal for ArcGIS, ArcGIS Desktop, and ArcGIS Online
• Proficiency with MS Office Suite
• Ability to work independently and proactively to take initiative to solve complex problems
• Ability to lift a minimum of 25lbs overhead and to perform indoor and outdoor data collection by foot during inclement weather conditions
