Position Description:

Maryland Environmental Service has an opening for a Lead GIS Specialist within our Environmental Monitoring Division/Geospatial and Engineering Services Section. This position will report to the MDOT SHA CHART Communications Division located in Catonsville MD. This position will manage various tasks within the Communications Division and will work as a member of a multidisciplinary team that fosters innovative solutions using GIS-based technologies. They will analyze and support mapping and GIS-based environmental planning applications as a technical lead documenting and translating requirements for application development project team members. This position develops and gives professional presentations to staff, state agencies, local governments, and other stakeholder groups. The selected candidate may also assist with field data collection (overnight travel is a possibility), populating databases, maintaining geodatabases, testing new applications, and performing analysis using ESRI’s Desktop ArcGIS and ModelBuilder. The selected candidate will also manage junior-level staff (and their associated workloads), to support the mission of MES and their partners.

A successful applicant chosen for this position will need experience in:
• Familiarity with Intelligent Transportation Systems (ITS)
• Familiarity and experience with ESRI AGOL, Collector, Survey 123, Pro
• Programming and scripting for ArcGIS using Python and ArcGIS Model Builder
• Web-programming using Google Maps API, ArcGIS Javascript API
• Ability to obtain FAA Part 107 certification
• Experience with GIS and CADD integration
• Ability to interpret maps, plans, and specifications

Minimum Requirements:

Bachelor’s Degree from an accredited college or university in Geography, GIS Technology, Computer Science, Environmental Science or related field with at least 9 credit hours in courses specifically related to GIS operation/management plus five years of related experience, two years of which must have included responsibility for managing projects and/or supervising professional or technical staff. An applicable advanced education degree may be substituted for up to two years of experience. Must have a valid driver's license with less than 5 points.

Estimated Pay Range:
$53,011.31 - $92,769.49
